Fresh Thinking about Adaptations: New Ideas for Independent Living

The publication of the Scottish Government’s Housing Policy Discussion Paper Fresh Thinking: New Ideas has now raised the issues of an older people’s housing strategy, how best to keep people in their existing homes for longer (if that is what they choose) and also posed challenging questions about the future funding of equipment and adaptations and making the best possible use of existing stock.  Alongside this comes the Wider Planning for an Ageing Population report which also flags up the important role that equipment and adaptations plays in keeping older and other vulnerable people living happy, independent lives in the community rather than in hospital.  At the same time, there are clear signals that public expenditure constraints in coming years will limit the amount of new specialist housing that can be built.  So is it now a case of “make do and mend”?

 

This event, part of a series of SFHA events looking at the housing policy discussion paper, aims to provide a key opportunity for housing providers, local authorities, and housing support and care agencies to come together to discuss these challenging issues and consider how best housing associations and cooperatives can continue to meet the needs of the communities they serve and to adapt to the challenging environment that we are all facing.

 

During the course of this day we will:

 

·         Look at ways housing associations can secure funding for and deliver specialist aids and adaptations while seeking innovative solutions to increasing the efficiency of the adaptations process, including better matching of disabled applicant to adapted property.

·         Discuss how we can improve access to support and adaptations in existing mainstream housing and how we make best use of the existing sheltered housing stock in this context.

·         Ask the tricky questions such as: who should pay?  Should individuals be financially responsible for meeting their own support needs and housing adaptations as they grow older?  Should the state support them and, if so, to what extent?  Or should housing associations/co-operatives be expected to meet the cost of adaptations to their stock from their overall rental income, in line with what is expected of local authorities?
