Poor Should Not Be Made to Pay Twice for Housing Adaptations

Housing association and co-operative tenants would be made to pay twice for the cost of adapting housing for specialist need, under proposals from the Scottish Government, the SFHA said today (Tuesday 4th October).

In its response to the Scottish Government's consultation on housing adaptations, the SFHA said the presumption the associations should pay for adaptations out of tenants' rents was flawed - as they are already paying for adaptations in the private rented and owner occupied sectors through their council tax.

SFHA Policy & Strategy Manager David Ogilvie said:

"We remain committed to working with Scottish Government via the Adaptations Working Group to help deliver recommendations for a new adaptations funding system which recognises the demonstrable preventative spending benefits of investing in adaptations and does so on a streamlined, nationally consistent, person-centred, needs-led and tenure blind basis.

"We do not believe that the case has been made by Scottish Government as to why there should be any change from the current funding arrangements in the interim period and would urge the Scottish Government to go back to first principles and reconsider their position regarding RSL adaptations funding."
