Job Description

To provide leadership and direction on all aspects of the Association’s Asset Management Strategy.

To direct and manage the Association’s investment plans for its assets and to ensure compliance with all legal, regulatory and good practice standards in relation to resident safety.

To deliver excellent customer satisfaction outcomes in relation to the Association’s asset management programme.

The Asset Management Manager will be responsible for developing and managing the following:-

• Annual Major Repairs / Planned Maintenance Programme
• Annual Cyclical Maintenance Programme
• Compliance with Scottish Housing Quality Standard (SHQS) / Energy Efficiency Standard for Social Housing (EESSH) or equivalent asset performance standards
• Upkeep of Property Condition Records and Surveys
• Health & Safety compliance in our housing stock
• Full range of service contracts

Asset Management

1.1 To maintain accurate data on the condition and compliance standards of the Association’s stock.

1.2 To develop and implement the Association’s Asset Management Policy, Strategy and Plans.

1.3 To ensure compliance with SHQS, EESSH and similar regulatory and legal property standards.
Investment Programme

2.1 To develop long term investment programmes consistent with the Association’s Business Plan and Asset Management Strategy.

2.2 To develop and manage annual investment plan budgets.

2.3 To procure major repair / investment contracts to deliver the annual investment programme.

2.4 To ensure all investment contracts are effectively managed and maintained.

2.5 Ensure high standards of project management on site and high standards of quality control.

2.6 Ensure good communication with residents affected by contracted works.

2.7 Manage all risks relating to the annual programme of capital expenditure.

Cyclical Maintenance and Health & Safety Compliance

3.1 Establish a set of policies and practices to support the ongoing maintenance of assets and to ensure resident safety.

3.2 Establish and manage an annual programme of contracts to maintain the condition of assets and meet all statutory and regulatory requirements

3.3 Ensure the Association is consistent with all safety and compliance requirements including:

• Fire safety
• Gas safety
• Electrical safety
• Water safety
• General resident safety

3.5 Prepare annual budgets for cyclical work, procure contracts efficiently and effectively, and ensure effective on site management and control.

3.6 Ensure good communication with colleagues and residents on all aspects of the cyclical programme.

Procurement, Contract and Financial Management

4.1 Liaise closely with Finance Manager in preparing annual budgets and ensuring sound financial control of annual programmes and individual contracts.

4.2 Ensure procurement policy and practice is consistent with all legal and regulatory requirements and delivers Value for Money.

4.3 Contribute to and support the Association’s wider procurement policy obligations and compliance responsibilities.

Leadership and Management

4.4 Provide leadership and direction to the Asset Management Team to ensure all contracts are effectively managed.

4.5 To advise the Head of Housing Services on the appropriate staffing levels, staff structure and budget to effectively deliver the Annual Asset Management Programme.

4.6 Ensure resident satisfaction and safety is primary in the development and delivery of all projects.

4.7 Establish good customer feedback mechanisms to inform policy and practice reviews.

4.8 Ensure the Asset Management Team is proactive and responsible in seeking customer feedback and complaints.

4.9 Contribute to collective leadership in joint working with other managers and teams.


5.1 Work with colleagues to deliver on the Association’s wider Business Plan objectives.

5.2 Ensure customer feedback and complaints are managed effectively in accordance with the Association’s policies and practices.

5.3 Assist the Head of Housing and housing management colleagues meet all SHR compliance obligations including the annual ARC compliance.

5.4 Work with colleagues in managing risk and contribute effectively to Departmental and Corporate Risk management registers.

5.5 Prepare annual management plans that will inform organisational priorities for the year and develop a suite of management targets, standards and timescales that will be measurable and transparent.

5.6 Provide reports for Senior Management and Management Committee as and when required.

5.7 Attend training, conferences and similar events as required (this may require evening and weekend commitments).

5.8 Any other duties as required that are consistent with the post.

Any special circumstances or planning issues:

* Assist in restructuring of staff teams to deliver the Association’s Business Plan requirements.
