Job Description

As a member of the Centralised Procurement Team (CPT), the role holder will be responsible for the implementation of the Association’s procurement strategy, its policies and procedures to ensure compliance with procurement legislation.

The role holder will lead by example in working to deliver an effective and sustainable procurement service working collaboratively across the organisation to ensure procurement activities are effectively planned, and their delivery is controlled.

Procurement activities undertaken must provide value for money and tendering expertise is required to support both internal and external customers in all aspects of purchasing.

Main Responsibilities

The Procurement Manager Edinburgh will be a key member of the Operational Management Team (OMT) and support the Business Improvement Manager (BIM) to help embed a whole-system approach.

Procurement Management

  • In conjunction with the Business Improvement Manager (BIM) produce and implement the Hanover’s Procurement Strategy in accordance with the Procurement Reform (Scotland) Act 2014, The Public Contracts (Scotland) Regulations 2015 and The Public Contracts (Scotland) Amendment Regulations 2016.
  • Develop best practice and make recommendations on the procurement processes to ensure that we meet statutory and regulatory compliance, value for money and community benefits.
  • Develop a Procurement Programme for prioritised initiatives
  • Maximise the use of procurement frameworks (interna, and external) and collaborative working forums to deliver increased efficiency in purchasing activity and community benefits

Procurement Support and Contract Management

  • Work with key stakeholders, encourage and help support the proactive management of suppliers’ contract performance, ensuring all requirements are met and any deficiencies are remedied promptly.
  • Support managers to incorporate realistic and appropriate SMART KPIs for individual contracts, considering customers’ needs.
  • Analyse final costs versus original tender/budgeted costs, identifying any variations in spend and working with managers to identify the reasons for variances and learning points.

Procurement Administration

  • Review and develop contract Invitation to Tender (ITT), Specifications and Tender Documentation and co-ordinate and run the whole procurement process end-to-end.
  • Develop, with managers, a robust evaluation process to support them in relation to the contract award process.
  • Maintaining accurate records regarding outcomes of bid submissions and timely reporting to relevant stakeholders.
  • Prepare the Annual Procurement report

Policy Management

  • Effectively contributing to the development and maintenance of policy and procedures

Line Manager Responsibilities:

  • The Procurement Manager Edinburgh will be responsible for the Procurement Officer.

About You

We welcome applications from all backgrounds and experience, though we are ideally looking for a Procurement Manager with 2 years’ experience in an equivalent role. To be successful in this role, you will be expected to demonstrate:

  • Extensive knowledge of the Procurement Reform (Scotland) Act 2014, Public Contracts (Scotland) Regulations 2015 and Procurement (Scotland) Regulations and EU compliance
  • Extensive knowledge of the Public Contract Scotland, Procurement Journey and the Supplier Journey websites.
  • Ability to provide leadership and motivation and a strong understanding of project management techniques and systems
  • Excellent communication skills, both written and oral, communicate clearly and openly, and ability to explain procurement to internal customers with different levels of procurement knowledge.
  • Excellent organisational skills to be able to plan and prioritise the work of self and the department to meet deadlines.
  • Exceptional analytical skills to interrogate information effectively.
  • Highly developed change management skills and able to guide others in effectively leading and managing project delivery.
  • HND in Supply Chain Management (SCQF level 8).
