This is an exciting opportunity for someone with existing housing experience to undertake a housing officer position for a period of 18 months within a forward thinking housing association.

CHA has a long, proud history of providing good quality, affordable housing for people in housing need. We own and manage c.1,200 homes for affordable rent, act as factor to another c. 600 owner occupied properties and have an active wider role programme. We pride ourselves on providing excellent customer service and we are currently seeking a knowledgeable and experienced Housing Officer to join our high-performing staff team.

Responsibilities include allocations, estate management, neighbour disputes and arrears control.

Applicants must have relevant experience, excellent administrative, communication and computer skills. A relevant qualification would be an advantage. A full driving licence and access to a vehicle is also essential. Secondments would be considered.

Job Description

1. General Duties
The Housing Officer is responsible for assisting the Head of Housing Services (HOHS) and the Housing Services Manager (HSM) in the effective operation of all Housing Management functions within the Housing Services department including: -

• Assisting in and providing information to the HOHS/HSM for regular review of policies and procedures and ensuring that they are properly implemented.
• Regular and timetabled identification, research, review and drafting of relevant Housing Services policies and procedures and ensuring these are implemented and prepared for the Housing Services Sub-Committee (HSSC)
• Direct supervision of the housing services assistants and admin staff within the housing services department in conjunction with the HOHS and HSM.
• Preparing directly or assisting the HHOS/HSM in the preparation of reports to committee, and any other reports as required/instructed by the HOHS/HSM
• Developing, maintaining, and implementing relevant statistical databases for information used in reporting on core and associated departmental functions and for use by staff
• Developing, maintaining and/or implementing required functions of the Association’s Housing System to ensure functionality and reporting ability in conjunction with the HOHS/HSM
• In the absence of the HOHS or HSM, preparing and presenting reports to committee
• Analysis and provision of statistical data from housing systems as required for functionality/reporting or on request from the HHOS/HSM
• Cover assistant and admin duties in the absence of staff as required or as directed by the HHOS/HSM
• Ensure adequate staff cover for all assigned Housing Services (HS) functions through supervision and management of assistant and admin staff.
• Identify training needs of assistant and admin staff to ensure a full set of required skills are attained and arrange training in conjunction with the HHOS/HSM


2. Specific Areas of Responsibility

Allocations, Lettings and Void Properties
• Responsible for the effective operation of the Association’s allocations, lettings and voids system and the processes involved in line with the Association’s policy and procedures. This includes ensuring that all data held on the system is present and correct through regular and diligent checking and ensuring value for money by minimising the time taken at each stage of the process.
• Directly responsible for the allocation of all void and new build properties in line with the Associations policies and procedures and ensuring that all required information is available for reporting and audit purposes.
• Responsible for managing and supervising Assistant and Admin grades and ensuring that staff carry out their associated duties correctly and timeously, reporting any issues to the HHOS/HSM.
• Direct liaison with other agencies and departments regarding associated matters as appropriate, seeking resolution, ensuring joined up working, timeous provision of information and highlighting any issues to the HHOS/HSM.

Estate Management & Anti-Social Behaviour (ASB)
• Responsible for the effective operation of the Association’s Estate Management and ASB systems and the processes involved in line with the Association’s policy and procedures. This includes ensuring that all data held on the system is present and correct through regular and diligent checking and ensuring value for money by minimising the time taken at each stage of the process.
• Responsible for managing and supervising Assistant, Caretaking and Admin grades and ensuring that staff carry out their associated duties correctly and timeously, reporting any issues to the HHOS/HSM.
• Direct liaison with other agencies and departments regarding associated matters as appropriate, seeking resolution, ensuring joined up working, timeous provision of information and highlighting any issues to the HHOS/HSM.
• Ensuring either directly or through delegation to assistant or admin staff that appropriate visits/investigations are carried out in relation to all Estate Management and ASB functions and that all required information is present and correct.

Rent Collection, Rent Setting and Rent Arrears Management
• Responsible for the effective operation of the Association’s rent management system and the processes involved in line with the Association’s policy and procedures. This includes ensuring that all data held on the system is present and correct through regular and diligent checking and ensuring value for money by minimising the time taken at each stage of the process
• Ensure that all accounts in arrears are monitored and actioned timeously in line with policy and procedures up to and including legal action and eviction stages
• In conjunction with the HHOS/HSM, ensure that appropriate staff look at arrears cases in line with their grade and that this process is managed to maximise the ability of the Association to recover arrears, minimise bad debts and ensure value for money.
• Responsible for managing and supervising Assistant and Admin grades and ensuring that staff carry out their associated duties correctly and timeously, reporting any issues to the HHOS/HSM.
• Direct liaison with other agencies and departments regarding associated matters as appropriate, seeking resolution, ensuring joined up working, timeous provision of information and highlighting any issues to the HHOS/HSM.
• In conjunction with Assistants and Admin staff, ensuring that all customers receive correct and timeous information on all matters relating to rent management, including where applicable annual rent statements, rent arrears letters, legal notifications, court action instructions and any other relevant communications.
