Salary: £83,411- £86,631 plus highly competitive benefits package

Paisley Housing Association is a progressive, locally based housing association, with 1206 properties across 5 local areas and 287 factored properties. We focus on safe affordable homes, services which ensure Value For Money and excellent customer service. The Chief Executive role will give you the opportunity to lead the Association in shaping our services and our growth plans in the future. You will help us ensure we continue to enhance our customer experience and find new ways to support our more vulnerable customers in maintaining a safe place to live.


Job Description

The role of Chief Executive offers the opportunity to join and lead the Association at an exciting time. Paisley town centre is undergoing a multi-million pound transformation including a world class Museum and Library opening in 2025. PHA is part of that regeneration with a new town centre office base at Assurance House and a major tenemental development in the prime location of Orchard Street, currently on site.

We recognise that the future challenges for the post are significant and more than ever require clear and innovative thinking. As such, the key objectives of the role are:

  • Provide strategic and dynamic leadership and direction to the Senior Management and Staff Team, ensuring that corporate goals and values are effectively communicated.


  • Direct proactively and manage the work of PHA to ensure provision of high-quality homes and services which are best in sector.


  • Prepare, develop and sustain the growing role of the organisation, in the regeneration of local communities, establishing and developing partnership working and building strong and effective relationships with all stakeholders.


  • Ensure that PHA carries out it’s operations in accordance with the business plan and policies established by the Board, meets the requirements of the Scottish Housing Regulator, Companies House, OSCR and all other legal duties such as GDPR and FOI.


  • Provide overall leadership to staff and contribute to the development of a flexible and motivated staff, a culture of continuous improvement, all underpinned by a Human Resources strategy which assists the staff to meet the organisation’s goals. 


  • Advise the Board on key management, housing, social, economic, political and operational factors and assist the Board to develop and maintain PHA’ strategies, policies and services.

This will require the following experience and characteristics:

  • A strong leader with high standards of integrity and fairness with proven achievements in motivating and empowering people.


  • Successful track record of effective partnership working and networking at the highest levels, with key stakeholders, including regulators, central government, local government, communities and commercial businesses.


  •  A consistent track record of achievement in a senior executive position within a successful, customer-focused, social housing provider.


  • A credible base of relevant senior management experience within housing.


  •  Experience of leading effective change programmes with employee, customer and stakeholder engagement and collaboration.


  • A track record of building and managing effective relationships with Boards, customers, staff, partners and stakeholders.


  •  Experience of identifying, assessing and progressing strategic opportunities to facilitate growth.
