The Caledonia Group comprises Caledonia, Bellsmyre and Cordale Housing Associations and is one of Scotland’s leading providers of high quality affordable homes for people in housing need. We own and manage around 4,200 homes across Tayside, Fife and the Highlands through Caledonia, with a further 1,600 owned and managed in West Dunbartonshire by Bellsmyre and Cordale.

We offer a wide range of housing types and tenures and associated tenancy and property management services that aim to meet the specific needs of our diverse customer group. We also complement our housing services with a range of tenancy support and care related services that aim to ensure that people can sustain and enjoy their homes and contribute to the communities where they live.

We are beginning a 5 year project to transform the services we deliver and the way we deliver them to our customers and want to ensure the organisation has the capacity to continue to grow and develop our non-core business commercially going forward. In the coming years we also plan to grow and diversify the range of stock we provide to include low cost home ownership, market and mid-market rent where appropriate.


Our non-core and enterprising activities turn over in excess of £2 million per annum and are managed across a number of our directorates, employing over 150 staff in a range of roles. Our objective is to redesign the way we deliver these services that allows us to develop them into more commercially focused entities ensuring they are sustainable in the long term and demonstrate value for money to our customers.

These services are delivered to a number of customers, providing practical estate and communal cleaning to our tenant and factored owners; delivering care and support to older people in a range of settings; and providing ‘home help’ services to over 200 customers in the community. We also provide care and support services on behalf of the Health and Social Care Authorities in Dundee and Perth and Kinross Council areas and operate a small Care Home in Fife.

We would also like to consider any opportunities for further growth and diversification of both our services and stock profile going forward.

Scope of Work

• Where we deliver services ‘in house’ we want to test our competitiveness in order to evidence value for money to our customers;
• Ensure the services we deliver are commercially viable and sustainable in the longer term and make a positive contribution to our business;
• Consider any other options or models of service delivery;
• Identify any key partners to work with that would benefit in the delivery of these services;
• Review our workforce and consider how best to develop their capacity and skills ;
• Consider how we structure and manage these services within our organisation to achieve the best outcomes;
• Understand the operating environment for these services and any implications of service re-modelling;
• Ensure our organisational structure supports our aspirations for growth and diversity in the range housing stock we provide.

Competencies / Experience Required

We are an ambitious organisation that wants to work with an individual consultant or consultancy with relevant experience and commercial expertise in business remodeling and structural change with similar voluntary sector organisations.
We understand this may lead to a transformation of our organisation and service redesign to help us achieve our ambitions and ensure our services are commercially viable and demonstrate good value to our customers. An understanding of commercial operations, tax implications and governance structures would be advantageous.

We want someone that can come in and hit the ground running, so previous experience of working and leading projects is essential.

We are looking for a consultancy partner for approximately 5-6 months to help guide and inform our way forward and provide us with a plan to implement recommendations to our management boards at the end of the period. Key milestones will include presenting proposals to our Management Board Away Day in mid-November and concluding recommendations by February 2018.

You will need to be able to effectively communicate with stakeholders and senior management to keep them up to date with progress, issues and developments as part of the review, providing appropriate briefings to enable them to make informed decisions about the approach and direction of change being proposed.
