In October 2015, the Office for National Statistics (ONS) announced that housing associations in England would be reclassified as public bodies. The UK Government then made an immediate commitment to bring in changes to reverse this decision and in December, tabled a suite of amendments to the Housing and Planning Bill to address the regulatory issues that led to the reclassification.
