Transforming Scotland’s housing stock

Changeworks has extensive expertise in energy surveying and modelling in the social housing sector. Working with registered social landlords, and with just 12 years to meet the 2032 Energy Efficiency Standard for Social Housing Two (EESSH 2) target, we have identified learnings and insights that will help to shape a strategic and holistic approach to future proofing.

Fabric-first remains a priority, alongside reducing energy and heat demand. Reducing emissions, fuel bills and fuel poverty are as important as ever. Local Heat and Energy Efficiency Strategies support the delivery of a place-based approach. There should be greater opportunity to deliver across tenures, which Registered Social Landlords can support and benefit from.

Changeworks has extensive expertise in retrofit upgrade schemes, e.g. Home Energy Efficiency Programmes for Scotland: Area Based Schemes and wider decarbonisation funds.

Changeworks supports partners to develop quality energy efficiency programmes, based on solid design principles, that work towards reducing energy demand and creating more affordable warmth. Our services include:

  • support to develop long-term sustainability strategies
  • advice on funding and emerging finance models
  • building stock energy analysis and modelling
  • communal heating support (system performance, metering and billing, procurement)
  • project development, management, and delivery
  • monitoring and evaluation, to help measure the impact of projects.

Tackling fuel poverty

Changeworks’ expert advisers can provide impartial support to tackle high energy costs, improve low carbon behaviours, achieve wellbeing, and sustain tenancies.

Covid-19 has increased fuel poverty across Scotland, and many people are experiencing fuel poverty for the first time, with others moving deeper into crisis. Thirty-nine per cent of people living in the social rented sector struggle each winter living in cold homes.

Our Home Energy Scotland advice centres and our Affordable Warmth Services support people to tackle fuel poverty causes. We provide partners and householders across Scotland with people-centred services tailored to needs. Services include providing resources, information, training and workshops for both tenants and staff, as well as in-depth householder support. This covers issues from making the most of heating, accessing better tariffs, preventing and resolving metering and billing issues, tackling fuel debt and accessing discounts and grants.

Inspiring low carbon behaviours

One of Changeworks’ strengths is our extensive experience in delivering behaviour change, built on behavioural science. This experience is integrated into everything we do to maximise our impact. We help adapt your work to influence positive behaviours, and cut resources spent achieving aims. We also deliver bespoke workshops for decision makers and those with tenant-facing roles.

These workshops don’t just teach skills – they support staff to implement them and see how they can be put to use in their roles. In the past year, Changeworks has delivered our CPD-certified workshops and forums for many housing associations, local authorities, the Scottish Parliament and Citizens Advice Scotland.
