The Scottish Government has undertaken a review of pre-award procurement services with the aim of improving functionality and ease of use for both buyers and suppliers.

In addition to reviewing both Public Contract Scotland (PCS) and Public Contract Scotland (PCS) Tender, there are plans to develop an on-line European Single Procurement Document  (ESPD) service.

The new ESPD online service, which will be launched shortly, will enable buyers to post ESPDs for works goods and services on line and for contractors and suppliers to respond using the same online system.

Buyer and supplier user guides are being developed for the service, while the service will be available on line for testing from Monday 19t March at http://scotland.training.klickstream.com allowing users to familiarise themselves with the site prior to it going live in April (please note to access the on line ESPD, users will need permission from the ‘controller’ in their organisation – the person registered to control use of ESPD).

The word version of the ESPD will continue to be available for use, however, the online version is designed to create a better system for both buyers (housing associations) and their suppliers to use.

A series of roadshows will be held across Scotland to support the launch – details listed below.
