Rent Setting Tool by SFHA and HouseMark Scotland

SFHA and HouseMark joined forces two years ago to produce the new, improved, interactive rent setting tool for members. The tool calculates five affordability measures for a proposed rent. It also allows users to see how the rent and affordability measures compare to other local social landlords. It has proven incredibly popular with members, having been used by over 80% of our membership so far.

The SFHA and HouseMark Scotland Rent Setting Tool has been updated with all available latest data, including the 2020/21 rent levels that have been taken from the Scottish Housing Regulator Annual Return on the Charter.

There was a delay in receiving this data due to the regulator extending the deadline for its submission in light of the coronavirus pandemic.

You may find your results using the tool are slightly different, this is due to the better quality data now available, meaning we do not need to rely on an average rent per landlord across the whole of Scotland.

An updated guide on how to use the tool is also now available which includes details on additional costs based on ONS data which will support associations in considering a ‘whole house’ approach to affordability when setting rents. This is an area we have been exploring with the Scottish Government for some time, and it is a first step into a wider project on whole house costs.

A range of income types and household sizes can be used to test rents against. Household incomes are calculated using the evidence-based methods developed by the Joseph Rowntree Foundation.

Other costs, such as council tax, can also be included in the affordability calculations within the tool, which offers far greater functionality over the existing rent setting tool.

All data within the tool is updated when new figures become available – a new tab has been added to the tool (to the right of the tab list along the top) which identifies which version of data is included in the tool.

The tool is free to use and is exclusively available to SFHA and HouseMark Scotland members.
