New Energy Efficiency Framework
Scotland Excel – a National Centre of Procurement Expertise – is developing a new Energy Efficiency Contractors Framework that can offer extensive benefits to housing associations.
The framework has been designed to help social landlords meet the needs of the Energy Efficiency Standard for Social Housing (EESSH) by giving quick and easy access to a range of contractors that have gone through a detailed tender process and are ready to do business.
It has also been designed to support the roll-out of the Home Energy Efficiency Programme for Scotland Area Based Schemes (HEEPS:ABS).
Because housing associations will have specific requirements for their own stock to meet national energy efficiency standards, and could be potentially part of HEEPS:ABS programmes, Scotland Excel has named RSLs as probable users of the framework in the contract notice.
This means if RSLs want to use the framework, they can, pending associate membership of Scotland Excel.
The tender for the four-year contract was published recently with the framework expected to be live from May 2017.
The contract has been divided into three main lots: Energy Assessors, Building Fabric Measures, and Heating and Micro Generation Measures. It is further divided into sub-lots for specific energy efficiency measures.
