Greater clarity on what a just transition for the social housing sector will look like and how this will be delivered has been called for in SFHA’s consultation response to the Scottish Government’s consultation on draft energy strategy and just transition plan. Among a variety of other topics, we outlined that clear metrics are needed as to what the transition will look like, alongside the budgets to deliver it.

We set out that while the social housing sector welcomed moves to increase energy efficiency and reach net zero, the need to retrofit was just one of many demands on already constrained budgets. Therefore while the commitment of £3.2 billion in order to deliver 110,000 affordable homes over the next 10 years is welcome, the balance of funding for retrofit programmes remains insufficient given the scale of the work needed to upgrade the 600,000 existing properties in the sector. Beyond 2026, we would like to see a longer-term and more co-ordinated approach to funding for the sector.
