About the Conference: 

The Public Contract Scotland Regulation 2015 and Procurement Reform Act 2014 have now been in use for nearly 2 years but now that we are all just getting to grips with the new requirements and the most challenging times are arguably yet to come.

The procurement conference this year is focusing on some key issues of procurement:

  • The changing face of procurement for RSL’s
  • Alternative and potentially beneficial procurement routes
  • Procurement & Commercial Improvement Programme (PCIP) and the issues and requirements for RSL’s that they bring
  • The continual challenges of using the ESPD and how to score this effectively without challenge
  • Collaborative working and tangible examples of where this has worked successfully
  • Legal clinic to look at emerging trends
  • Brexit implications and the increase in challenges from unsuccessful bidders.

This year’s procurement conference looks at all the keys issues and best practice for RSL’s.

Brian has held the post of Head of Housing & Community Regeneration at Thenue Housing Association since 2004. Thenue have over 2800 tenancies in various locations in Glasgow. Brian has overall responsibility for reactive and void maintenance procurement & services, housing management and community regeneration.

Brian also represents Glasgow & West of Scotland Forum of Housing Associations in matters relating to digital services and welfare reform.

Colin Taylor is Housing Services Manager at Scotland Excel leading a team with responsibility for delivering the Scottish Government funded Procurement Improvement Programme to housing associations. Colin joined Scotland Excel in 2008 providing support to Scotland’s councils before taking this role last April. Before joining Scotland Excel , Colin’s previous career was in the private sector  working for multinational corporations (Philips & IBM) building up extensive experience in procurement, finance, customer relationships and business operations with roles in both the UK and North America.
