Mid-Market Rent working group – Housing Bill 2024  


SFHA is inviting Mid-Market Rent providers to participate in an MMR working group on May 2nd 10am-1130am. The purpose of the group is to work together to develop a strong case for exemption for Mid-Market Rent under the new Housing Bill’s long-term PRS rent controls.

The Housing Bill was introduced on March 27th and includes a provision for exemptions to the rent controls, but does not specify what the exemptions will be. We will seek to specify MMR as a permanent exemption from the controls. Currently, the preferred route for exemption is via an amendment on the face of the Bill. We do not yet know the timeline for the Bill's progression, but we are convening this national working group of partner organisations to inform the asks and provide necessary evidence for seeking amendments in future stages. 

The working group is to collectively coordinate: 

  • the language and scope of the exemption we will seek  

  • evidence of tenant protections 

  • financial implications for affordable housing supply if MMR was subject to a long-term rent control - impacts on intended development 

  • case studies from the membership; MMR profiles   

  • other details members and partners would like to raise
