Job description
PRINCIPLE RESPONSIBILITIES
To deliver a comprehensive range of housing services with particular emphasis on: effective arrears management; allocations and void management, estate management, investigation of anti-social behaviour complaints and tenancy sustainment.
To work closely with other members of the Housing Services and wider Operations team to deliver the core housing management functions and deliver excellent customer service.
To work closely with other members of the Housing Services team to deliver a high-quality housing management service to tenants and other customers.

CORE OBJECTIVES
Actively promote the Equality Policy in all aspects of the job role as it relates to colleagues, tenants, service users, contractors, consultants and external agencies.
Compliance with all the Association’s policies and procedures.
Actively promote a culture that underpins the Association’s values that is instilled both in the decisions made by and the behaviours of all colleagues and individuals who represent the Association.
Commit to training and skills development.
MAIN TASKS
Work effectively to provide a range of generic services within a defined geographic patch of properties.
Implement the Association’s Rent Arrears Policy and Procedure to ensure that all accounts in arrears are monitored and actioned timeously, up to and including legal action and eviction stages.
Maintain the level of arrears at or below the Association’s performance target.
Work closely with the Association’s Welfare Rights’ staff and other statutory and voluntary organisations, where appropriate, when managing rent arrears.
Re-let void properties as per the Association’s Allocation’s Policy and Procedure with the aim of keeping void days to a minimum and making sustainable lets.
Promote tenancy sustainability by utilising established referral pathways and partnership working in relation to the following: welfare reform; fuel poverty; digital exclusion; financial exclusion; drug and alcohol addiction; mental heath issues; dementia; anti-social behaviour and link in with Housing Options approach.
Carry out new tenancy visits on each new tenant within the agreed timescale and annual programmed visits to all tenants.
Robustly enforce tenancy conditions with regard to the tenancy agreement and relevant legislation, specifically, the Housing (Scotland) Act 2001 as amended.
Investigate and manage all anti-social behaviour cases in line with the Association’s Neighbour Relations Policy and Procedure, working in close partnership with Police Scotland and other statutory and voluntary organisations to facilitate solutions to the underlying problems.
Manage all categories of anti-social behaviour by using specific remedies, up to and including legal action and eviction stages.
Implement the Association’s Estate Management Policy and Procedure to improve the quality of life of those living in the area with regard to the built environment and the wider environment by: monitoring contracts in place to deliver an estate management service and monitoring the condition of the Association’s properties and estate via regular estate inspections.
Work in close partnership with all stakeholders in the area to achieve the objectives set out in the Association’s Estate Management Policy.
Implement the Association’s Tenant Participation Policy by promoting tenant information, consultation and involvement and feedback on tenants’ views on the services provided.
Attend public meetings, scrutiny panel meetings, walkabouts and any other meetings as required.
Maintain appropriate manual and computerised records, systems and procedures.
Produce and present standard and Ad Hoc reports for Managers, Sub Committee and Board, as required.
Attend meetings in relation to the Association’s work at evenings or weekends, as required.
Carry out any other reasonable duties as directed by the Housing Manager or any other Manager.
