In October 2021, the Scottish Government released its final Heat in Buildings Strategy following a period of consultation on the draft version. There is much to welcome including commitments on delivering a just transition and adopting a fabric first approach. The final version also includes increased funding commitments with at least £1.8 billion to be made available over the next five years to accelerate energy efficiency upgrades and renewable heating deployment. 

Some of the initial timescales have also been brought forward with all homes now expected to achieve an EPC energy efficiency rating of band C by 2033 (previously 2035). It is also proposed that all an all-tenure zero emissions standard will be introduced, with compliance date of 2045, subject to consultation, technological developments and decisions by the UK Government in reserved areas. 

The UK Government has also published its own Heat and Buildings Strategy which outlines plans to decarbonise homes, and other buildings, with different timescales to those currently proposed in Scotland. For example, in England, most homes will be expected to achieve an EPC energy efficiency rating of band C by 2035 and fossil fuel systems will be phased out from 2035, with an earlier date of 2026 for off-gas properties. The UK Government is also considering introducing a Net Zero minimum energy performance standard before 2050.
