SFHA is working with members and partners to seek exemption for Mid-Market Rent from the proposed long-term PRS rent controls. The recently published Bill (27 March) contains a provision for exemptions to the rent controls, but it does not specify what those exemptions will be. We are investigating an exemption for MMR via an amendment on the face of the Bill. We are not seeking a different tenancy type or reclassification of MMR.

To assist in this work, we’re asking for members providing MMR to please input to a short survey and/or volunteer for an MMR working group:

This brief survey has 6 questions about members’ current and pipeline MMR provision. We intend to use the data for a collective, national picture of MMR provision to help build the case for exemption. Please complete the survey by Tuesday April 30th 2024. This survey has also been shared with SFHA’s MMR member list via email—if you have already received the link, you do not need to complete it again. We are requesting 1 submission per RSL, please.

We’re convening a working group on Thursday 2 May from 10:00 to 11:30am to discuss details on the scope and asks of an amendment. We’ll also discuss additional evidence to include in MSP briefings or other resources we may need for influencing the Parliamentary process (financial implications, how MMR rent controls may impact development, etc).
