Scotland's Housing First Pathfinder Evaluation: Final Report

The three-year Pathfinder (2019-22) worked to scale up Housing First as the first response for people whose homelessness is made harder by experiences such as trauma, abuse, addictions and mental ill health.

The final evaluation of Scotland's Housing First Pathfinder has been published.

The three-year Pathfinder (2019-22) worked to scale up Housing First as the first response for people whose homelessness is made harder by experiences such as trauma, abuse, addictions and mental ill health. 

It worked in a new and collaborative way across sectors to understand and establish the relationships, structures and processes needed – and to act as the catalyst to branch out Housing First right across Scotland. The pathfinders were cross-sector partnerships in Aberdeen, Aberdeenshire, Dundee, Edinburgh, Glasgow and Stirling. 15 services provided support, with a lead provider in every area: Aberdeen Cyrenians, Transform Community Development, Cyrenians, Turning Point Scotland and Wheatley Care. 

The Pathfinder was catalysed by Social Bite and Scottish Government who were also the primary funders in years one and two. Year three was jointly funded by Scottish Government and local authorities. Project and fund management was provided by Homeless Network Scotland and Corra Foundation.
