Scottish Government have recently announced (12th July) that they have reached an initial agreement with local government and the NHS on accountability arrangements for the National Care Service. The agreement aims to establish who is responsible for people’s care under the new National Care Service.
This is an initial agreement with detail still to be set out, however legal accountability will be shared between Scottish Government, NHS and Local Government. Staff will continue to be employed by local authorities and councils will remain responsible for assets such as buildings and the delivery of services. Original proposals for the National Care Service had not made this clear, nor what the role of local government in the Care Service would look like. We welcome the work has been ongoing to reach this initial agreement but continue to press for more clarity on the role of housing.
