SFHA launches Treasury Management Guidance

Today sees the launch of SFHA’s Treasury Management Guidance, authored by DTP.

Managing the finances and risks of an RSL is of vital importance and involves many colleagues and board members. To assist members with this important work, SFHA commissioned practical treasury management guidance which we are delighted to now share with members.

A working group of SFHA members helped shape the guidance, which has been requested for some time. Following a competitive tendering exercise, DTP was commissioned to carry out the work and today hosted a virtual launch for the guidance.

This guidance is intended for governing body members, chief executives and executive directors, as well as officers involved in treasury management in SFHA member organisations.

Treasury management is a complex and technical aspect of an RSL’s activity. It inevitably entails risks that need to be identified, assessed and managed on a continual basis. There are also significant issues around reporting and compliance, in respect of both lenders and regulators.

The guidance has the goal of enabling executive directors in RSLs to demonstrate to stakeholders that their organisation is effectively managing treasury risk, has a treasury management policy that is appropriate to its funding position and understands its treasury position and obligations – and, therefore, is compliant with the SHR’s requirements, as set out in Regulatory Standard 3, and the CIPFA Treasury Management Code.

The guidance will also enable board members to understand their role in treasury management issues, and help them develop skills and knowledge, and to ask the questions to complete that role effectively and be confident when asked to approve an Assurance Statement asserting compliance with the Regulatory Standards.
