Housing associations can now help tenants facing financial hardship through the Scarf Fuel Fund, which provides energy vouchers to individuals at risk of running out of credit on their prepayment meters.

Eligible households can receive up to £294 per year in the form of energy vouchers. This is delivered as up to six vouchers, each worth £49. The fund is specifically aimed at people who:

  • Use a prepayment meter
  • Are at risk of self-disconnection due to lack of credit
  • Can demonstrate financial hardship

Approved partners play a key role in verifying client details, after which Scarf manages the full application process. This setup allows housing associations and support organisations to offer essential help to residents with minimal administrative burden.

Within the fund’s delivery areas, housing associations can refer tenants directly to Scarf. Outside of these areas, organisations can register as referral partners to facilitate access to the support.

This scheme is designed to integrate easily into existing support services and offers a practical way to assist vulnerable tenants during financially challenging times.
